Vaporeon chibi

continueing my pokemon chibis with the last of the original 3 eeveelutions. i love vaporeon, it's so pretty and graceful looking. i like how ze pokemon came out but i'm not sure about the background... i had to use stock (it was free, no rules, which i love) for the water cuz i couldn't get the look right... and then the clouds are obviously a brush... i want to learn how to do thouse parts on my own>.<
